บุคคลหรือนิติบุคคลที่มีทั้งถิ่นที่ตั้งอยู่ในสหภาพยุโรป รวมถึงผู้ขายปลีก ที่เป็นเพียงผู้เก็บรักษาและวางตลาดสารเคมี ทั้งที่อยู่ในรูปสารเคมีหรือในรูปเคมีภัณฑ์ ให้กับบุคคลที่สาม
